Commission approves appointments, purchases and a first-reading annexation; budget amendment introduced

The Bowling Green Board of Commissioners on April 15 approved a slate of routine municipal orders and took nonbinding first reading on an annexation request. Actions taken by roll call included appointments, equipment purchases and reappointments to boards and commissions.

Key outcomes at a glance

- Purchase: shelving for Public Safety Training Center (Municipal Order No. 2025-91): The commission approved $128,822.94 with Patterson Pope Inc. through Sourcewell for shelving and related fixtures at the training center located at Fire Station 5. Moved by Commissioner Hill; second by Commissioner Haley; funding noted as part of facility outfitting.

- Annexation (Ordinance BG2025-5, first reading, nonbinding): The commission gave first reading to a voluntary annexation request for approximately 5.0269 acres at 5165 Scottsville Road owned by Greenwood Baptist Church of Bowling Green, Kentucky, Inc. The annexation is voluntary and was presented to the county and approved there; the item proceeded as a first reading and will return for subsequent readings.

- Emergency declaration ratified (Municipal Order No. 2025-92): The commission ratified the city's local declaration of emergency related to the April flooding (see separate coverage). Motion carried unanimously.

- Appointments and reappointments: The commission approved several board appointments and reappointments, including Angie Basham to the Housing Authority of Bowling Green (Municipal Order No. 2025-93), reappointments to various boards referenced by the clerk and staff (numbers and board names provided on the meeting agenda), Thomas Dooley and Sandra Franklin to the Hobson House Commission (Municipal Order No. 2025-95), and reappointments to the Bowling Green Audit Committee.

- Travel and budget items: The commission approved travel reimbursement for Commissioner Sue Perrigan to attend Kentucky League of Cities events (Municipal Order No. 2025-97) and the first reading of Ordinance BG2025-6, an amendment to the FY2025 operating budget (third amendment), which includes adjustments for donations, housing choice voucher grant expenditures and other technical fund cleanups. Staff indicated another budget amendment is likely in June to close the fiscal year.
