Council hears development update: two-hour inspection window praised; flagpole footing question needs follow-up

City staff delivered a development update that covered recent customer-service changes and permit-processing items, including a two-hour inspection-window pilot and questions about permit requirements for residential flagpoles.

Councilmembers said they had heard positive feedback about the city’s two-hour inspection window and asked whether residents could request morning or afternoon inspection preferences. Staff said the current process does not allow a morning/afternoon selection during the request but that the department is implementing a new mobile inspection-request system and will explore options that let requesters self-select a morning or afternoon preference.

A councilmember asked whether a residential flagpole (up to 35 feet) requires civil engineering. Staff replied they did not have a definitive answer but expected a footing design and manufacturer specifications would be required to demonstrate structural adequacy, and that engineering specifications could be needed depending on the wind threshold for a particular pole.

Council also confirmed all permits are tracked (civil permits are incorporated into overall permit timeframes) and directed staff to follow up on the flagpole question and on possible survey questions to capture formal feedback on the two-hour inspection-window service.
