Council reviews multiple private-sale redevelopment proposals amid heated questions about pricing and Newark resident access

The council heard detailed presentations and took public comment on multiple city private-sale and redevelopment proposals aimed at rehabilitating vacant properties; the session included extended questions about sales pricing, assessed values, affordability, deed restrictions and whether properties would be owner-occupied or marketed at market rate.

Allison Ladd, Director of Economic and Housing Development, said five private-sale redevelopment items were on the agenda; four purchasers were present in the morning and a fifth would attend in the evening. Ladd told the council memos and photographs for each project would be provided after the meeting. She said the administration typically offers nonprofit organizations a first right to purchase under a local ordinance and that the department maintains a compliance office to verify project completion and issue certificates of completion.
