City staff: Paso Robles library wine events are licensed, restricted to adults and secured

A Paso Robles resident raised concerns at the April 15 meeting about the library hosting events that serve alcohol. Resident Linda George asked whether the library was zoned or allowed to serve wine and whether other products such as beer or cannabis would be permitted there.
Community Services Director Angelica Fortin responded that the library occasionally hosts wine education and fundraising events, that the city applies for the required alcohol licenses for those events, and that events are restricted to people 21 and older with security provided. Fortin said the library has hosted such events in prior years and that staff ensures no children are present during those specific events.
"When the library hosts this event, we do apply for an alcohol license," Fortin said. "We do have security and it's a 21 and up event and it's focused on educating folks on how to taste wine. In the past, the library has also hosted fundraisers that do serve alcohol within the building. We ensure that there are no children in the building..."
George also complained about inconsistencies in enforcement of audience behavior (she cited clapping at some events but not others). Fortin's response described city practices for licensed library events; no zoning change or formal policy decision was proposed at the meeting.
