Porterville City Council approved a vesting tentative map and conditional use permit for the Pioneer residential development, a 10‑lot subdivision on a 1.89‑acre parcel north of Pioneer Avenue.
Planner Jeff O’Neil said the lots would range from about 5,800 to 6,800 square feet and that the RS‑2 zoning minimum is 6,000 square feet; the council may authorize reduced lot sizes through a CUP. Staff determined the project’s density (about 5.3 units per acre) is consistent with surrounding low‑density residential uses and recommended approval. The city’s environmental consultant prepared a CEQA evaluation under the Class 32 infill exemption and the environmental coordinator made a preliminary determination of exemption.
Developer Gilbert Barang introduced his company and said the Pioneer parcel is a small “first domino” of additional infill projects. Barang described a built‑to‑rent approach that would let tenants accumulate equity toward purchase: “Our philosophy is we wanna build assets that retain value over time and allow tenants to be able to come in and rent these houses, and then, over time, have an equity share…use that as a down payment to purchase your house,” he told the council.
Council members thanked the developer for local investment and for proposing an infill project. The council voted 5–0 to approve the conditional use permit and vesting tentative map; the tentative map will be valid for 24 months subject to standard subdivision conditions and infrastructure requirements.
