Porterville City Council voted 5–0 to approve a conditional use permit for a proposed brewery and restaurant at 152 North Main Street in downtown Porterville.
City planner Jeff O’Neil told the council the site is in the downtown retail district and the Porterville development ordinance requires a conditional use permit for alcohol sales. The applicant asked for authority to pursue an ABC Type 23 license, which would allow on‑site sale and brewing; ABC treats such licenses as an off‑sale classification in this census tract, which the city currently considers to have an “undue concentration” of licenses. If the council approved the CUP, staff would send a letter of public convenience and necessity signed by the mayor in support of the ABC license application.
The applicant sought flexibility on hours of operation (6 a.m. to 2 a.m. is the ABC default) and the ability to host live music or community events under separate permits. O’Neil said the project is compatible with the general plan downtown retail designation and that staff believed required findings for a CUP could be made; the environmental coordinator preliminarily determined the project exempt under CEQA (existing facility exemption).
Members of the public and the council spoke in favor of a downtown producer reopening Main Street. Council approved the conditional use permit and authorized the mayor’s letter of public convenience and necessity to ABC by unanimous vote (5–0).
