Lenoir County board adopts process to post and approve written meeting minutes

Mrs. Herring reported that the policy subcommittee considered whether the written minutes should be posted to BoardDocs and approved at meetings. The committee's majority recommended moving to an approval process; legal counsel told the board the statute allows video minutes to serve as the official record but noted potential drawbacks such as long‑term format preservation and public ease of reference.
Board members argued both sides. Some members said video provides the full record and that minutes are summaries; others said written minutes make it easier to find specific motions, votes and decisions. After discussion a motion to require minutes approval at regular meetings carried; members also resolved to continue making video recordings available.
Under the new practice, the district will continue to keep video recordings available, and Miss Taylor's written minutes will be placed on the agenda for approval at the next regular meeting. The board did not change the legal status of the video archive as the comprehensive record, but it will formalize and adopt the written minutes through a motion at the following meeting.
