The LUZ Committee on April 15 approved a small-scale land-use amendment (ordinance 2025-0170) to change an 8.38‑acre site from Low Density Residential to Medium Density Residential, and approved the companion PUD rezoning (ordinance 2025-0171) to allow up to 80 multi‑family units (duplexes) on the corner of Prichard Road and Jones Road.
Planning staff said the site is a corner lot on a minor arterial (Prichard Road) and a collector (Jones Road), has access to central water and sewer, and is adjacent to areas that have transitioned to medium density. Staff recommended approval with one condition listed in the agenda. The proposed density was reported as about 9.5 units per acre.
Applicant representative Hayden Phillips said the proposal would build about 80 units in 40 buildings (duplexes), about 9.5 units per acre, and that the site is in an urbanizing area with existing townhomes and entitled commercial uses nearby. The applicant reported coordination with the district council member and said he was not aware of public opposition.
Committee amendment added a traffic-study requirement to be provided at civil site plan review meeting the Land Development Procedures Manual section 1.10.11 (January 2024) standards. The applicant signaled agreement and the committee approved the land-use amendment and the companion PUD; the record shows the PUD passed as amended (traffic study condition) by a recorded vote of 5–0 (committee tally recorded on the agenda roll call).
Staff noted the nearby roadway segments were operating well under capacity (Prichard Road segment at about 19% capacity; Jones Road segment cited at about 23% capacity), and the PUD includes a revised exhibit 4 site plan as part of the approval.
