The Financial Affairs Committee approved a $151,245 amendment to RA Smith's professional services agreement, bringing the revised total contract amount to $501,245 for design work on the Watertown Plank Road and North 116th Street utilities and paving project (CIP 1025).
City staff explained the original RA Smith contract covered initial design but did not include more comprehensive stormwater modeling or design of an added multi-use path along N. 116th Street. Staff said the fast design schedule and the decision to fold a separate trail project into this contract prompted the change order. City staff confirmed the work covered by the amendment has already been completed and that sufficient funds exist within the CIP project to cover the amendment.
Committee members asked whether the amendment was approved after work was finished; staff said the work was completed on an expedited schedule to meet bidding and construction timelines and that the additional costs had been included in the CIP when the project was rescoped last fall. One committee member expressed concern about approving payments after the fact but staff and other council members said the scope and funding were discussed and approved during prior CIP rescoping.
Alder Gustafson moved approval; Alder Phillips seconded. The motion passed on a voice vote recorded as 6–2–1.
