Committee approves $400,000 amendment for continued Schoonmaker Creek watershed modeling and preliminary engineering

The Financial Affairs Committee approved a $400,000 amendment to the city’s professional services agreement with MSA to continue stormwater modeling and preliminary engineering for the Schoonmaker Creek watershed (CIP project 3005).
Senior civil engineer Sanderson said the city entered an initial contract with MSA in 2023 to evaluate two alternatives — an open-cut storm sewer or a tunnel — and that the earlier work yielded a recommended alternative of an open-cut storm sewer. The additional funds will pay for more detailed modeling, including the reach from Lloyd to Center Street and interactions with the Milwaukee Metropolitan Sewerage District (MMSD) facilities and the river.
Sanderson said MMSD has reviewed the scope and agreed in principle to cost share for the portions of the work that lie in MMSD’s jurisdiction; city staff are drafting an intergovernmental cooperation agreement to formalize the arrangement. Committee members asked about prior expenditures and budgets; staff reported $592,000 spent to date on the project with a total budget of $1,950,000 recorded in the project file.
Committee discussion emphasized that the effort is part of a larger East Tosa flood-relief capital program and that the added modeling is necessary to refine designs and alternatives. Committee members noted a 9-to-12-month timeframe for completion of the additional modeling and preliminary engineering.
Alder Gustafson moved approval; the committee voted to approve the amendment by voice vote recorded as 7–0.
