Mayor London Breed appeared before the San Francisco Board of Supervisors on Dec. 7 to provide an update on the DreamKeeper initiative, a citywide effort to address disparities in outcomes for Black residents through targeted investments and programs.
The mayor said the city has allocated funds and selected more than 80 community‑based organizations to run roughly 30 programs in the current fiscal year. She provided a fiscal‑year breakdown of allocations she said had been made to date: $11,000,000 for family support; $27,000,000 for economic empowerment; $4,800,000 for education enrichment; $6,700,000 for health and wellness; $2,500,000 in mini‑grants to nonprofits; and $10,000,000 for housing and homeownership programs. She emphasized that the initiative seeks policy changes and sustainable programming in addition to direct funding.
Supervisor Walton, who called the topic and co‑sponsored the initiative, asked how the board and city could ensure resources reach the intended community members. Mayor Breed and Walton both emphasized ongoing collaboration among city departments, nonprofits and community leaders, and noted the need for nimble departmental processes to get funds into the hands of service providers and communities quickly.
The mayor gave a participant example: a DreamKeeper‑supported EMT training program that provided a stipend, enabling an individual to complete training and pursue a career path that may help alleviate local shortages in paramedics. Breed said the program’s supports included stipends that allowed participants to pay rent and study.
No formal board action was taken; the mayor’s appearance was a special order on the agenda.
