SAN FRANCISCO — The Board of Supervisors on Nov. 16 approved an ordinance to de‑appropriate roughly $71,000 from Public Works and $69,000 from Planning and to reappropriate approximately $140,000 to the Department of Public Works for a safety needs assessment at Buena Vista Horace Mann K–8 for fiscal year 2021–22.
Supervisor Matt Dorsey Mandelmann (recorded as “Supervisor Mandelmann” in the minutes) asked to be excused from the item after consulting the city attorney and his conflict map; the board voted to excuse him for that item because he lives within 500 feet of the affected property. Supervisor Melgar, who said he had worked at the school through a former employer, thanked Supervisor Ronan for advancing the item and described the conditions at the school as affecting mostly Latino families, saying the issue had “for many, many years complained about the terrible conditions in the schools.”
Why it matters: The funds are intended to support a safety needs assessment and address building code violations and other conditions that supervisors said impede student learning. The recusal was taken up on the record and the item moved forward with the remaining supervisors voting.
Vote and procedure: The board voted 9–0, with Supervisor Mandelmann excused, to pass the ordinance on first reading. The recusal motion to excuse Mandelmann was made by Supervisor Melgar and seconded by Supervisor Preston and passed by roll call.
