Board adopts batch of routine measures, extends eviction emergency ordinance and continues several land-use hearings

The San Francisco Board of Supervisors completed a broad slate of business Sept. 28, adopting numerous consent and individually called items, approving a local emergency ordinance extending a COVID-era eviction limit, confirming a landmark designation, authorizing grants and contracts, and continuing two contested land-use hearings to October dates for further review.

What the board adopted

- Consent package: Items 1–14 were taken en bloc and approved with an 11-0 roll call. - Item 15: The board amended the planning code to designate the Ingleside Terraces Sundial and Sundial Park as a city landmark. Supervisor Melgar recused from that item; the ordinance was finally passed (10–0 on the recorded vote with Melgar excused). - Item 16: An ordinance related to nonpayment-of-rent evictions (covering rent due July 1–Dec. 30, 2021) was finally passed unanimously (11–0). - Item 17: The board amended the administrative code to require police consultation with the district attorney on juvenile delinquency cases under Welfare and Institutions Code section 651. It passed on final reading 10–1 (Supervisor Stephanie recorded as the lone no vote). - Item 18: A measure to update SFMTA parking-rate authority for certain park facilities was discussed at length and, at the request of the city attorney and sponsoring supervisors, continued to the Oct. 5 meeting for further drafting and review. - Items 19–30: A series of ordinances and resolutions—covering grants accepted by the Office of Cannabis, a Rec & Park design services gift for Fillmore Mini Park, a curbside-management professional services contract, grants for the district attorney, and property-tax and tax-exempt bond approvals—were approved on first reading or adopted by unanimous votes as recorded by the clerk. - Item 31: The board reappointed Supervisor Melgar to the Association of Bay Area Governments’ executive board regional planning committee; procedural excusal votes were recorded ahead of the reappointment and the reappointment passed as recorded. - Item 40: The board approved, on an emergency basis, a temporary extension of the eviction limit that restricts residential evictions to certain bases during the public-health emergency; passage required a two-thirds affirmative vote, and the ordinance passed unanimously (11–0).

Land-use hearings and continuances

- Items 32–35: A multi-item appeal for a project at 575 Vermont Street was continued to Oct. 19, 2021 at the applicants’ request (continuance approved 10–0). - Items 36–39: The appeal for the proposed mixed-use project at 450–474 O’Farrell Street and 532 Jones Street was heard at the 3 p.m. special order. After public testimony from community groups, neighborhood organizations and the project sponsor and church, the board voted to continue items 37–39 to Oct. 5, 2021 (vote 11–0) to allow additional time for the parties and staff to respond to concerns raised during the hearing.

Adopted without committee reference

The board also considered and took action without committee reference on items 43–50. Multiple state-legislation support resolutions were amended to reflect subsequent state action (for example, Governor Newsom signed AB 701 and SB 62 since the board’s agenda was circulated); the board adopted the amended resolutions and additional proclamations and memorial items across 43–50 as recorded by the clerk.

Why it matters: The meeting combined routine governance—grant acceptances, contracts, personnel and tax votes—with higher-profile land-use proceedings and a major settlement with the state water board (item 9). The continuances on two substantial land-use appeals give the board time to receive additional materials and for parties to negotiate; the eviction-extension ordinance maintains pandemic-era tenant protections for the near term.

What the record shows: The clerk's roll calls and spoken record are the official public record for each vote. Several ordinances were finalized on “final passage” votes; other items were adopted on first reading. When votes were taken the clerk recorded counts (for example, 11 ayes on many consent items, and specific recusals or dissenting votes where they occurred). Several items were continued at the request of sponsors or to allow city attorney review.

Ending: The board concluded the business of the day after public comment and several external-boards reports; several follow-up items were set for early October and Oct. 19, with staff directed to return with requested clarifications as noted on individual items.
