Board approves multiple finance, public-health and infrastructure measures; grants, bonds and renaming resolution pass

The San Francisco Board of Supervisors on teleconference adopted a package of resolutions and ordinances addressing public-health grants, infrastructure financing and ceremonial recognition.
Among the measures adopted without committee reference were: two retroactive Department of Public Health grants tied to opioid-overdose prevention ($900,000 and $750,000) funded via the California Department of Public Health and the Centers for Disease Control and Prevention; a first-reading ordinance authorizing the city27s role in the proposed global settlement and easement for remediation work at Millennium Tower; resolutions authorizing issuance of special-tax bonds for the Transbay Transit Center and the Transbay Joint Powers Authority; adoption of the fiscal-year 2020-21 list of projects eligible for Senate Bill 1 road-maintenance funding; and a resolution renaming a portion of Willow Street to Earl Gage Jr. Street in honor of the former San Francisco firefighter and civil-rights advocate.
Most items were approved unanimously on roll call. The board also continued several items that require additional briefing or state timing coordination, including special tax district matters related to Mission Rock and a Port of San Francisco possessory-interest levy item that the Port advised would be time-sensitive for 2021 bond issuance but the assessor27s office later said it could comply with a one-week continuance.
Votes at a glance (selected adopted items):
- Items 4 & 5: Retroactive grant authorizations to the Department of Public Health. Item 4 authorized acceptance and expenditure of $900,000 for an Overdose Data to Action academic detailing program. Item 5 authorized a $750,000 award for a peer-to-peer opioid stewardship alliance program. Both resolutions passed unanimously (11 ayes).
- Item 6: Ordinance (first reading) authorizing settlement-related transfer of an easement tied to the Millennium Tower litigation; the ordinance passed first reading (11 ayes) and requires subsequent steps including court approval of the class action settlement noted in staff presentation.
- Items 7 & 8: Resolutions authorizing issuance and sale of special tax bonds for Transbay Community Facilities District (up to $90 million) and approval of Transbay JPA tax allocation bonds (up to $315 million). Both resolutions were adopted unanimously.
- Item 10: Resolution to rename Willow Street between Buchanan and Laguna to Earl Gage Jr. Street, honoring the late firefighter and community leader; the resolution passed unanimously and drew multiple cosponsors.
- Item 11: Approval of the FY 2020-21 Road Repair and Rehabilitation Account project list under the Road Repair and Accountability Act of 2017 (SB 1); adopted unanimously.
