Page Street bikeway CEQA appeal continued to Feb. 4 after noticing error

The Board of Supervisors on Jan. 28 continued an appeal of the Planning Department—s categorical exemption determination under the California Environmental Quality Act (CEQA) for the San Francisco Municipal Transportation Agency—s Page Street bikeway improvements pilot.
The items (50—53) covered an appeal and three associated motions: to affirm the department—s categorical-exemption determination, to conditionally reverse it with written findings, or to direct preparation of findings reversing the determination. The clerk said inadequate noticing for the appeal matter required a continuance of the hearing to the Board—s next meeting.
Why it matters
The proposed Page Street bikeway pilot would test traffic circulation changes and a bikeway over a 12-month period in the area roughly bounded by Page Street to the north, Market Street to the south and Fillmore to the west. An appeal of an environmental finding can affect project timing and may require additional review or findings if the board reverses the exemption.
Board action and procedure
A motion to continue the hearing to Feb. 4, 2020 was offered, seconded and carried after the board took no public comment on the continuance; a roll call recorded ten votes in favor. Staff and the clerk will re-notice the appeal and return the matter to the board on the newly scheduled date.
Next steps
The board will hear the appeal on Feb. 4 after adequate public noticing; until then, no final board determination on the CEQA exemption will be made.
