Supervisors create Street-Level Drug Dealing Task Force, add data and emergency-management participation

The Board of Supervisors on Sept. 24 approved an ordinance to create a Street-Level Drug Dealing Task Force to advise the board, the mayor and city departments on policies addressing harms related to street-level drug dealing in the Tenderloin, Civic Center, Mid-Market and South of Market neighborhoods.
Supervisor Matt Haney, who introduced the ordinance, said the task force will bring together department leaders, impacted residents, community organizations and small-business owners to develop a "more comprehensive strategy" that targets prevention, diversion, economic development and alternatives to incarceration. Haney told the board that the Rules Committee had passed the legislation unanimously and that funding of $200,000 had been secured in the current year's budget to support the task force.
Two amendments were proposed and adopted: adding the Department of Emergency Management to the list of departments required to provide data, and instructing the task force to collect and analyze the success rate of diversion and workforce-development programs. The ordinance requires the task force to hold public hearings, solicit testimony and access data to prepare recommendations for the board and the mayor.
Ending: The ordinance passed on first reading as amended, unanimously. The clerk and chairing departments will begin selecting members and initiating the task force's data-gathering and public-hearing schedule.
