Board adopts multiple ordinances and resolutions in consent calendar; notable votes on mayor Q&A and conservatory project

The San Francisco Board of Supervisors on Tuesday approved a broad consent calendar that included development approvals, union memorandum-of-understanding (MOU) amendments, and infrastructure acceptances, and took recorded votes on several notable items.
Key consent actions:
- Items 9–11: Three ordinances related to the Conservatory of Music project at Van Ness Avenue (general plan amendment, planning code height exceptions, and a development agreement) were adopted unanimously after being read together. The ordinances affirm CEQA findings and include public benefits as described by staff.
- Item 8: An ordinance amending the transportation code to prohibit certain nonstandard vehicles from operating without a permit was finally passed unanimously without recorded objection.
- Item 12: An ordinance ordering the summary street vacation of a portion of Panama Street (Ocean View) and related conveyances and sidewalk offers passed on first reading after Supervisor Yee reported he had met with planning and DBI staff and was satisfied oversight would be improved.
- Item 13: An ordinance amending the administrative code to modify the process for the mayor to appear before the Board for a question-and-answer session passed on a roll-call vote, 8–3. The dissenters recorded were Supervisors Stephanie, Tang and Breed (as announced on the roll call). The ordinance changes the local procedure for mayoral Q&A appearances.
- Items 14–33: A package of 20 ordinances adopting amendments to various MOUs between the city and labor unions (including SEIU Local 1021, Teamsters, IBEW, and others) was adopted unanimously.
- Items 34–36: Resolutions accepting required annual reports for several community benefit districts (Yerba Buena CBD, Greater Union Square BID, Castro/Upper Market CBD) were adopted unanimously.
- Items 37–38: Ordinances accepting public infrastructure associated with Mission Bay (Seventh Street and Mission Bay Drive phased improvements and Mariposa Street intersection improvements adjacent to I-280) and establishing official public right-of-way widths were adopted unanimously.
- Item 39: A temporary suspension of business registration and fee requirements for transportation network company (TNC) drivers and taxi drivers was adopted on first reading unanimously.
- Item 40: A resolution accepting a public sidewalk easement associated with 923 Folsom Street and adopting a public works order was adopted unanimously.
- Item 41–44: The board continued a multi-measure hearing on a proposed project at 590 Leland Avenue (demolish existing church and construct five single-family homes) to April 17 after Supervisor Cohen reported ongoing mediation between community and developer.
- Item 49: A request to extend the Planning Commission’s time to decide on a self-storage nonconforming-use matter was tabled to permit substitute legislation.
- Item 53: A resolution in support of California Senate Bill 3 (the Veterans and Affordable Housing Bond Act of 2018) was adopted unanimously.
Several routine items (minutes approval, staff communications, and a set of infrastructure acceptances) were adopted without objection. The board also received and forwarded committee reports, including a Budget and Finance subcommittee report (item 45) recommending adoption of a two-year budgetary cycle proposal for specified departments.
