Board names San Francisco Examiner as official paper, expands community advertising list to include Bayview and Asian-language outlets

Item 27 initially listed a set of community newspapers for outreach advertising (Small Business Exchange, El Reportero, Bay Area Reporter, Marina Times, Potrero View and others). Several supervisors raised concerns that key community outlets — notably the Bayview Sun Reporter and some Asian‑language papers (Sing Tao, World Journal) — were not on the recommended list, in part because some publishers did not submit timely proposals or because the Office of Contract Administration’s solicitation requires printing to take place in San Francisco and some small papers print outside the city. Board members pressed staff to ensure the small community outlets had an opportunity to participate.
Supervisor Kim moved (and supervisors Tang and others seconded) an amendment to add Sing Tao and World Journal; Supervisor Cohen moved to add the Bayview Sun Reporter. The board adopted the additions and approved the outreach list as amended.
On the citywide paper of record (item 28), staff described the practical issue that the Examiner had reduced its print frequency to three days a week; the Office of Contract Administration recommended making the Examiner the primary paper and directing necessary publications to the Chronicle on days the Examiner did not publish. Supervisors discussed trade-offs — consistency for readers versus ensuring a print outlet exists on short notice and preserving support for smaller papers. The board adopted the staff recommendation with an amendment that departments should attempt to publish in advance and may use the Chronicle only when a written finding of necessity justifies it; departments will report quarterly on such instances. The amendment also directed clerk and OCA coordination so notices meet legal requirements that sometimes require consecutive-day notice.
The board passed both items unanimously after floor amendments adding the Bayview Sun Reporter and the 2 Chinese‑language papers and the procedural language for Chronicle backup use.
