Board holds hearing and approves amended delinquent charge report after public testimony

The Board of Supervisors convened a Committee of the Whole on May 22 to hear objections to a report of delinquent code enforcement charges submitted by the Department of Building Inspection (DBI). Alan Davidson, a senior housing inspector with DBI, told the board the department had held in‑house hearings and transmitted a delinquent charges report dated April 23, 2018.
Members of the public lined up to speak about specific properties. Testimony included claims that planning delays prevented timely correction work, plaintiffs seeking postponement because they were in bankruptcy and needed time to submit bills to their trustee, property owners who said they had already paid the assessments and had receipts, and neighbors disputing ownership or responsibility for violations (for example, a retaining wall claimed to be the uphill owner’s responsibility).
Before the board moved to adopt the report, DBI staff indicated they had met with property owners and removed a set of property entries from the list. The clerk read a list of addresses removed from the report (the transcript records numerous line items and item numbers). Supervisor Safaie moved the amendment to remove those items from the published list; the amendment passed without objection. The board then adopted the item as amended unanimously.
DBI told the board that staff would meet with individuals who remained after the hearing to address specific issues and that owners who had paid or otherwise resolved matters would be removed from the report.
