The sponsor said only 23 accessory dwelling units built since a 2016 ordinance expanded ADU allowances—"only 23 units in 2 years"—despite thousands of potential opportunities across the city and more than 400 applications in the pipeline. The speaker said applicants face a fragmented process involving multiple departments and sometimes learn late in the process that they cannot meet a specific requirement, wasting time and resources.
"We need to streamline this process so that applicants can understand what is expected of them from the very beginning of the process," the sponsor said, proposing a formal multi-agency working group to review pending applications collaboratively, provide timely feedback, and identify ways to eliminate procedural roadblocks.
The request was introduced as new business and will proceed to the city attorney for drafting; no vote was recorded at this meeting.
