Board approves a slate of ordinances and resolutions on first reading and final passage; many items passed unanimously
Summary
On Jan. 9 the Board of Supervisors approved numerous routine and policy items on first reading and final passage, including land use, tax code updates, amendments to the administrative code and contract amendments for public health and utilities.
The San Francisco Board of Supervisors adopted a number of ordinances and resolutions on Jan. 9, many without debate, by the common “same house, same call” practice. Several items were final passages or first readings; the board recorded unanimous support on the votes taken.

- Item 1 — Ordinance accepting as a gift certain costs of construction, public open space and community facility improvements at 55 Laguna Street (final passage). Vote: unanimous.
- Item 2 — Ordinance appropriating approximately $9,500,000 from the state and federal contingency reserve to the Human Services Agency, Department of Public Health and Department of Administrative Services to backfill funding losses for in‑home supportive services, CDC HIV/AIDS programs and DACA recipient supports (final passage). Vote: unanimous.
- Item 4 — Amend Transportation Code to permit motorized scooters and mopeds to park in motorcycle spaces (final passage). Vote: unanimous.
- Item 5 — Amend Transportation Code to change “car share vehicle” to “shared vehicle” and permit shared vehicles to park in designated spaces (final passage). Vote: unanimous.
- Item 6 — Establish a tenant assistance fund for hazardous housing to provide aid to tenants displaced by administrative orders to vacate (final passage). Vote: unanimous.
- Item 7 — Reauthorize the San Francisco Sentencing Commission and extend sunset date to 06/30/2020 (required eight votes; unanimous suspension approved). Vote: unanimous.
- Item 8 — Amend Administrative Code to exempt certain jurisdictional transfers for affordable housing from appraisal requirement (final passage). Vote: unanimous.
- Item 9 & 10 — Amend Business and Tax Regulations Code: raise thresholds for filing gross receipts/payroll tax returns (Item 9 — first reading), and administer sugary drinks distributor tax (Item 10 — first reading). Vote: unanimous on first readings.
- Item 11 — Delegate authority to the SFPUC general manager for long‑term power agreements for the community choice aggregation program and suspend certain contract code provisions (first reading). Vote: unanimous.
- Items 12–15 — Multiple contract amendments and authorizations for Department of Public Health and SFPUC project agreements (e.g., AIDS Foundation contract extension, behavioral health contract amendments, recycled water engineering services amendment). Votes: unanimous.
- Item 16 — Ordinance appropriating approximately $4,000,000 for 440 Turk Street tenant improvements for HSH (first reading) — passed (covered in separate article above).
- Item 27 — Ordinance to amend the Western Shoreline area plan and local coastal program to add objectives to preserve and restore Ocean Beach shoreline; first reading passed. Vote: unanimous.
- Item 28 — Interim zoning controls for a 15‑month period in the Mission area to require conditional use authorizations for proposed restaurant uses and commercial storefront mergers of 2,000 gross sq ft or larger (resolution). Vote: unanimous.
Most measures were approved either on first reading or finally, by unanimous consent, under the board’s routine call. A few items had separate discussions or related items that were tabled or held for amendment (see separate articles for debated matters such as the 2417 Green Street CEQA appeal and the 440 Turk tenant improvement appropriation).
