Among the finance and facilities actions, the board approved two ordinances authorizing refunding lease revenue bonds: one not to exceed approximately $41,300,000 for park projects and a second not to exceed approximately $26,500,000 for branch library projects. The board also approved mortgage revenue bonds not to exceed $95,000,000 to finance construction of about 127 affordable rental units at locations including 2070 Folsom Street and 255–265 Shotwell Street.
Airport items approved included a lease and use agreement with Hong Kong Airlines with estimated rent of about $740,000 and a professional services contract modification for Hallmark Aviation Services to extend and increase the term by roughly $15,800,000, bringing the contract ceiling to about $27,300,000.
The board approved an 8‑vote resolution authorizing a $24,000,000 grant for construction of a new Golden Gate Park Tennis Center clubhouse and a grant agreement with the San Francisco Parks Alliance, and adopted a resolution establishing the city’s appropriations limit for fiscal years 2017–18 at approximately $3,400,000,000.
Other items adopted on unanimous votes included code and administrative changes (campaign and governmental conduct code amendments; cultural district establishment procedures; an ordinance amending the transportation code), certification of contractor cost savings findings, approvals of community benefit district reports, and multiple lease authorizations for city departments.
Several items were handled with the standard “same house, same call” procedure and passed without separate debate. A handful of items (for example, an item responding to a Treasure Island marina proposal) were continued at supervisors’ requests.
