A supervisor introduced an amendment to Division 1 of the San Francisco Transportation Code to establish a violation for private motorized scooter-share programs operating without a city permit.
The sponsor noted prior action taken in response to dockless bicycle companies and urged the city to be proactive with stationless motorized scooters to avoid the public-safety and sidewalk-blocking problems that followed some bike-share rollouts in other cities. "Just like last year when we were being shown photos of how stationless bikes had gone wrong in other cities around the world, now too, we are reading stories about these motorized scooters causing public safety and transportation hazards," the sponsor said.
The speaker referenced Santa Monica's recent enforcement actions and criminal complaints against one operator that had planned to deploy large numbers of devices in San Francisco. The sponsor said the city should set permit conditions addressing where devices can be placed and how they may be used, and thanked Supervisor Yee for prior work on related micromobility issues.
