Supervisor Farrell introduces equal-pay, owner-move-in eviction reforms, opposition to SB649 and a safe-injection services task force

Supervisor Mark Farrell used his roll-call introduction to outline several policy proposals the board will consider in coming weeks: a pay-parity ordinance banning employers from asking applicants for salary history; proposed owner-move-in (OMI) eviction reforms requiring sworn declarations and ongoing proof of tenancy; a resolution opposing California Senate Bill 649 (state preemption of local control over wireless siting and fees); and a resolution to form a Safe Consumption Services Task Force to study supervised injection services.
On equal pay, Farrell said the ordinance would ban private employers from requesting salary history and from setting wages based on prior pay; voluntary disclosure by applicants would remain allowed. Farrell framed the measure as a way to help close gender- and race-based pay disparities and said he expected cosponsors.
On owner-move-in evictions, Farrell proposed new reporting and transparency measures: a sworn declaration under penalty of perjury that owners will follow existing law, public filing with the Rent Board, and annual proof of continued tenancy including two forms of documentation (examples listed in his remarks). Farrell said the reforms are intended to prevent wrongful OMIs and to provide tenants public tools to challenge potential abuse.
Farrell also introduced a resolution opposing SB649, authored at the state level, which he said would remove local authority over design and placement of wireless communications facilities in the public right-of-way and could reduce the city's ability to negotiate in-kind communications benefits and collect license fees. He argued SB649 would have negative fiscal effects and impair local public-asset management.
Finally, Farrell proposed creation of a Safe Consumption Services Task Force to study supervised injection services, noting international sites and a 2016 cost-benefit analysis that estimated potential savings from a San Francisco site. He said he would travel to Vancouver to review existing programs and seek a 90-day task force review with Department of Public Health participation.
