Board adopts resolution opposing elimination of IHSS county maintenance-of-effort; amendments passed

The San Francisco Board of Supervisors on April 11 unanimously adopted a resolution opposing the proposed dismantling of the Coordinated Care Initiative and the county maintenance-of-effort (MOE) for In-Home Supportive Services (IHSS) in the governor's 2017'18 budget.
Supervisor Norman Yee introduced the resolution and told colleagues that the IHSS program provides in-home care such as bathing, dressing, housework and meal preparation for an estimated 500,000 low-income elderly and people with disabilities statewide. Yee said San Francisco currently employs about 20,000 providers and that IHSS allows more than 22,000 local residents to remain in their homes and communities. He said the removal of the county MOE in the governor's budget would return counties to the historical cost-sharing ratio and could leave San Francisco responsible for about $40 million in additional costs.
Yee moved to approve minor amendments he circulated after meeting with the Human Services Agency and mayoral staff; Supervisor Mark Farrell seconded the motion. The board took the amendments "without objection" and then voted to adopt the resolution as amended. The roll call recorded 11 ayes and no noes, abstentions, recusals, or absences.
The resolution notes that under the MOE arrangement implemented in 2012'13 counties'contributions were generally set at 2011'12 expenditure levels and increased annually by 3.5 percent, while the state covered nonfederal IHSS costs above that level. According to materials Yee distributed at the meeting, the state's proposed budget change would reinstate the former county share of nonfederal costs unless a new agreement is reached in Sacramento.
Yee told the board he was encouraged that negotiations were underway in Sacramento to reestablish the IHSS MOE and to reinstate $623 million to protect county budgets and preserve services. The resolution directs San Francisco's city lobbyists and departments to continue advocacy in Sacramento on behalf of the program and to support efforts to restore state funding.
The board's action was procedural and legislative: minor, staff-informed amendments were adopted during the meeting and the final resolution passed unanimously. The item was returned to the record later in the meeting as part of a roll-call package of items that were approved "without objection."
