Board approves modification to Central Market Community Benefit District management plan after ballot tabulation

The San Francisco Board of Supervisors on Sept. 20 approved a modification to the management district plan and engineer’s report for the Central Market Community Benefit District to remove a district-wide cap on annual assessment revenue.

Richard Carrillo of the Office of Economic and Workforce Development briefed the board on the proposed change, saying the central-market engineer's formula—based on linear street frontage, lot square footage and building square footage—remained the same, but the district-wide cap tied to the fiscal-year 2013–14 baseline would be removed to allow assessments to reflect parcel development. He said "all assessments will still be calculated according to the same formulas" and that most parcel assessments would be unaffected, while development-driven parcels could see higher assessments.

Executive director Tracy Everwine of the Central Market CBD told the board the CBD’s services were intended to grow with development and that "it's essential that our cleaning, maintenance, and public safety efforts increase alongside the almost 2,000,000 square feet of development happening there now." Representatives from the district's consultant, NBS, and several property owners also testified in support.

The board opened a public hearing and allowed two-minute statements in support and opposition. After public comment, the Department of Elections tabulated returned weighted ballots and reported 71.75% in favor and 28.25% against the modification, indicating no majority protest. The board then adopted the resolution modifying the management district plan and engineer’s report; the clerk recorded a unanimous roll-call vote.

Why this matters Removing the district-wide cap allows assessments on parcels to rise when parcel characteristics—such as building square footage or land use—change through development. The change is intended to align CBD revenue with increased service demand as new development occurs in Central Market.
