Supervisors approve contractor parking-plan requirement for long construction projects

The Board of Supervisors on Sept. 8 advanced an ordinance requiring contractors to submit a contractor parking plan as a condition of approval for excavation and major construction permits that occupy more than one on-street parking space for 30 consecutive calendar days or longer.
Sponsor remarks and purpose Supervisor Collin, who introduced the item, thanked Supervisors Christensen and Farrell and city agencies including the Municipal Transportation Agency (MTA) and the Department of Public Works (DPW) for collaborating on the ordinance and its application forms.
"By requiring the development of a contractor parking plan for these larger projects, the neighbors can hold contractors accountable," Collin said in the chamber (transcript).
Supervisor Mark Farrell, a co-sponsor, outlined key elements and the rationale: "With over 250 permits obtained per week and close to 13,000 issued on a yearly basis in the city, I do believe we can be more proactive in letting our residents know about the impacts that are going to be happening to them in their neighborhoods." Farrell described components that will be required in the plan, including the number of parking spaces and rationale, anticipated average number of employees onsite per day, project timeline and phasing, a midproject update requirement, consideration of off-site parking, and a proposal to return unused on-street spaces to public use after 4 p.m. each day if they are not occupied by construction activities.
The ordinance also includes fees for review and inspection to support enforcement, and in committee staff added additional zoning districts to mitigate impacts in Production, Distribution and Repair (PDR) and neighborhood commercial districts.
Board action Without objection the ordinance passed unanimously on first reading.
