Votes at a glance: Board approves legacy‑business registry first reading, language access expansion and hospital gift; multiple consent items adopted

At its March 3 meeting the San Francisco Board of Supervisors approved multiple consent items and committee reports, including a first‑reading ordinance to establish a legacy business registry, final passage of an expanded language‑access ordinance, acceptance of a large philanthropic gift for the new public hospital and a short-term contract extension for inmate telephone services.

Key outcomes:

• Legacy business registry (Item 1, first reading as amended): The board amended an ordinance directing the Small Business Commission to establish a legacy business registry and to authorize a $50 administrative fee. Supervisors approved amendments introduced by Supervisor Campos to change nomination procedures and set the Small Business Commission to survey legacy businesses and report back by Sept. 30. The amendment passed by unanimous voice; the board recorded an 11‑0 roll call on the first reading. "We're asking the Small Business Commission to survey legacy businesses ... and to make recommendations to this board," Supervisor Campos said when introducing the amendment.

• Language access expansion (Item 2): An ordinance to expand San Francisco's language‑access requirements to apply to all city departments that provide information or services directly to the public, to revise complaint procedures and to enhance departmental annual compliance‑plan requirements was on the consent calendar and was reported adopted unanimously.

• TravelX foreign currency lease (Item 3): The board adopted a resolution approving a foreign‑currency exchange service lease with TravelX Currency Services that includes a first‑year minimum annual guarantee of $5,400,000.

• Priscilla and Mark Zuckerberg gift for San Francisco General (Item 4): The board adopted a resolution authorizing the Department of Public Health to accept and expend an approximately $57,400,000 gift from the San Francisco General Hospital Foundation for procurement of furniture, fixtures, equipment and information technology for the new hospital and to approve an agreement to name the institution the Priscilla and Mark Zuckerberg San Francisco General Hospital and Trauma Center for 50 years.

• Global Tel Link contract extension (Item 5): The board authorized the Sheriff's Department to execute a third amendment to the existing contract with Global Tel Link to extend the term five months to ensure continuous telephone service to inmates while a competitive bidding process is finalized.

• Construction emissions minimization (Item 7): An ordinance to require and codify construction emissions minimization plans and monitoring for certain public‑works projects in air pollutant exposure zones passed unanimously on first reading.

• Interim zoning controls (Item 16): The board adopted interim zoning controls intended to require notices and a 15‑day delay for certain building permits in a specified area and to require planning‑commission review when a commercial use that has been converted to residential without permit seeks to reestablish commercial use; the resolution was adopted unanimously.

• Committee reports and appointments (Items 8–15): The board accepted committee reports and approved multiple appointments and reappointments to boards and commissions including the Golden Gate Bridge Highway and Transportation District appointments and reappointments to the Historic Preservation Commission and Entertainment Commission.

Several items were moved without debate and recorded as "same house, same call" and adopted by unanimous voice or roll call where required. The clerk's minutes show unanimous adoption of many consent items compatible with standard practice.
