Council shifts stormwater reporting cadence, hears maintenance and contracting updates

City staff delivered a detailed update on stormwater maintenance, including cave-in repairs, pipe and ditch work, equipment purchases and temporary generator testing. Council voted to discontinue the monthly stormwater maintenance report and directed staff to produce clearer online presentation and semiannual or six-month updates.
Brandon Campbell, interim director of the Mobility Department, summarized recent maintenance work, noting cave-in repairs (46 cave-in calls addressed in September, with 30 repairs performed by an external contractor) and miles of ditch and pipe maintenance completed. He said crews conducted a test hookup of temporary generators procured under contract and that vacuum, paver and TV-inspection equipment acquisitions or leases are in progress.
Hager Kopeski (city council budget analyst) and staff provided updated budget wraps: council had initially provided stormwater maintenance funding in FY24 and later added supplemental funds; staff said the current estimate is an approximately $400,000 surplus in the stormwater-service fund that will carry into FY26. Kopeski also outlined significant expense categories (mowing/ditch maintenance, equipment and motor-pool costs) and the department's planned capital vehicle replacements and leases, including vacuum trucks.
Councilwoman Hertek moved to discontinue the monthly stormwater maintenance reports (retain online posting at tampa.gov/mobility/stormwater and work to make the data easier to find); Councilman Maniscalco seconded and the motion passed by voice vote. Hertek said staff would work with stormwater to provide clearer six-month or other periodic updates and present a draft for council comment.
Separately, Councilman Carlson moved — and the council agreed by voice vote — to schedule a Dec. 4 council discussion (with chief of staff and finance staff participating) to analyze whether stormwater funds or personnel should be used for parades or special events. The council directed staff to prepare data on what stormwater and other city resources are deployed to events and on possible alternatives for paying those costs.
Councilwoman Hertek also secured a motion (approved) asking finance staff and stormwater staff to present an in-person preliminary budget closeout report on Dec. 18 that will include FY25 preliminary revenues and expenses by major/minor category, changes in fund balance and a schedule of financial resolutions affecting the general fund.
Council members and staff discussed the Kimmins contract for cave-in repairs (a $1.25 million contract reported largely expended during recent months), the need to track linear feet of pipe cleaned as a more meaningful performance metric than hours, and the use of leased vacuum trucks expected to arrive in January. Staff said they will continue to adjust service levels and will return with data to support budget decisions.
