Architectural review board conditions lighting scheme for Headwaters Casino; commission asks for follow‑up details

Staff presented revised landscape plans, decorative paver locations and proposed building lighting that uses programmable color bands along a sea‑slab cover edge and parapet. The applicant showed precedent images and animations of a two‑second color change sequence but told the Architectural Review Board the intention was for accent lighting rather than continuous rapid animation.
On Oct. 20 the ARB had recommended approval with the condition that the color change be slower than two seconds and that the intensity and coordination of parapet lighting and rooftop signage be further studied and returned as part of the sign package. At the hearing, commissioners asked staff to ensure the applicant returns with timing and intensity details for the lighting plan and to identify a point of contact for neighborhood disturbance concerns on the South Side across the river.
The commission voted to recommend approval with the ARB conditions and required follow‑up on lighting timing and intensity.
