Foundation Forward presents donated Charters of Freedom monument; commissioners indicate no opposition to moving forward

Representatives of Foundation Forward presented a proposal on Sept. 15 to construct a Charters of Freedom display at no cost to Caswell County, and asked the commissioners for an indication of support to expedite coordination with the town of Yanceyville.

Ron Lewis and Jeff Morris described the project as an educational installation that reproduces the display at the National Archives, with life‑size etched bronze reproductions of founding documents and a reinforced foundation. "This is an education project," Lewis said, adding the foundation’s aim is to increase access to the founding documents in communities at no cost to the county. The presenters said the foundation has constructed 55 Charters of Freedom in North Carolina and is pursuing funding to complete remaining counties.

Foundation Forward representatives said the county would not pay the cost of the core installation; local responsibilities could include optional enhancements such as sidewalks, lighting or landscaping. The group proposed a letter of intent (described in their materials) that would spell out responsibilities and next steps and suggested appointing a county point of contact.

When the presenters asked for any indication of support to proceed with coordination and a memorandum of understanding, the chairman asked whether there was any opposition; the chair said he did not hear any and would take that as an indication of support to continue coordinating with the town and county staff. The board did not take formal action at this meeting; staff and the foundation will coordinate further and the foundation will present to the town council on Oct. 7.
