The Norfolk Airport Authority presented an update of the Norfolk International Airport master plan and the Planning Commission recommended approval to send the master plan to City Council for transmittal to federal agencies.
Anthony Arondeau, chief development officer for the Norfolk Airport Authority, summarized projects the airport is pursuing to address rising passenger volumes. He highlighted a planned realignment of the Robin Hood Road intersection to a conventional four‑leg signalized intersection, construction of a 450,000‑square‑foot consolidated rental car facility with 1,500 spaces and quick‑turn operations (planned to start construction March 2026 and complete by December 2027), and a phased terminal expansion to modernize ticketing, consolidate security checkpoints, and expand concessions.
Arondeau said the airport has rehabilitated its primary runway and closed a crosswind runway; the master plan and the airport layout plan have been advanced to the Federal Aviation Administration for approval and environmental review. “The products that I’ve talked about today … have been approved by the FAA,” he said of the major projects now on the airport layout plan.
Commissioners voted in favor of recommending the master plan. Commissioners and staff noted the projects’ potential for regional economic benefit and the need to coordinate FAA approval and funding. The commission’s recommendation does not itself authorize construction; it forwards the master plan recommendation to City Council and reflects the commission’s review of the planning‑level documents and FAA coordination.
