Caswell board approves billing agreement with Yanceyville for emergency water line serving school

The Caswell County Board of Commissioners on Sept. 15 approved an agreement with the Town of Yanceyville that clarifies billing for an emergency water service line used by a county school.
County staff said Danville historically sent the bill for the line to the school because the school has been the primary user; the county is technically the customer under the interlocal agreement. After discussions with Danville and the town of Yanceyville, the approved agreement establishes that the town will assume responsibility to pay the bulk of the bill; Danville will continue sending invoices to the school system and will also email copies to the county and the town so all parties are informed.
County Manager Scott Whitaker described the practical process: "The bill gets sent to the school system, the school system immediately calculates their part portion ... and then the bulk of that bill ... gets immediately sent to the town of Yanceyville, and it's their understanding they are responsible per this agreement that you just approved, to pay that bill on time."
Commissioners approved the agreement by voice vote. Staff noted earlier billing inaccuracies (a prior bill incorrectly included sewer charges) have been corrected.
