Caswell County commissioners on Sept. 15 approved the city of Danville’s proposed amendment to the Danville–Caswell water and sewer services agreement affecting Pelham Industrial Park.
County staff said the existing agreement (originally executed in 1990 with amendments over the years) included a three‑year notice clause for termination that developers considered too short for investments in industrial infrastructure. The Danville City Council adopted a resolution to change that notice provision from three years to five years; the county’s attorney presented the Seventh Amendment to the board for approval.
The board discussed routine signing practice. Commissioners asked whether the board chair or the county manager should sign the amended agreement. County staff and the attorney said past practice sometimes shows the board chair signing contracts after board approval, and the county manager may also sign by delegation. The attorney said the county manager’s signature is typically acceptable, but the board could request the chair sign for consistency.
Commissioner Rose moved to approve the Seventh Amendment to the 05/24/2019 Danville–Caswell Water and Sewer Services Agreement as presented; the motion was seconded and approved by voice vote.
