The Caswell County Board of Commissioners voted on Sept. 15 to adopt revised rules of procedure that update the document to reflect changes in state law.
County Manager Scott Whitaker said the bulk of the changes remove or replace outdated statutory language. The most substantive discussion centered on Rule 27, which currently says "no votes on expenditures for off budget spending in excess of $10,000 shall be held unless tabled from a prior meeting." Several commissioners urged retaining the $10,000 threshold until audits and finances are fully current.
Commissioner Clayton asked that the record reflect his concern that allowing the board discretionary waivers could reduce public input on spending and potentially affect the county’s financial responsibilities. "Since emergencies are already addressed, why manipulate rule 27 and affect public input regarding public funds?" Clayton asked.
Other commissioners said they prefer to leave the $10,000 figure unchanged for now and revisit it after audits are complete. Commissioner Ingram moved to approve the revised rules; Commissioner Rose seconded the motion and the board approved it by voice vote.
The changes were presented as discussion at a prior meeting; this vote implements the updated rules with the $10,000 threshold retained.
