The Eagle Pass Planning and Zoning Commission approved a set of variances on Thursday that reduce lot widths, depths and minimum lot-area requirements for multiple lots in the proposed Rio Grande State Subdivision Unit 2.
Planning staff said the applicant, Leek Engineering LLC of San Antonio, requested variances from City of Eagle Pass Code section 23-69 to reduce average lot widths (in some cases to as little as 25 feet), reduce minimum lot depths (from 100 feet down to as low as about 85 feet), and lower minimum lot-area requirements for several lots across Blocks 4 and 5. Staff described the subject property as vacant, zoned R-2, and depicted as residential on the master plan. Access is from North Veterans Boulevard and El Rio Boulevard.
Staff said 23 notices were mailed to nearby property owners and two letters in favor were returned. The department recommended granting the variances, in part to support affordable housing. "Recommendation from staff is because we're looking into affordable housing as well," Planning Department staff said during the hearing.
A commissioner raised questions about the geometry of some lots (noting that a 25-foot frontage multiplied by an 85-foot depth would yield about 2,000 square feet) and staff explained that some lots widen beyond the narrow frontage. After public hearing and discussion, a commissioner moved to grant the variances, another seconded, and the motion passed. One commissioner indicated an abstention prior to the vote. The record lists Omero Martinez Montalvo as the property owner; he was present in the audience.
