Council tables annexation and specific-use permit for proposed youth detention center pending interlocal and insurance review

Odessa — The City Council on Sept. 23 voted unanimously to table two linked items: (1) the annexation and original zoning to Light Industrial of a 4.897-acre tract proposed for a new youth detention center, and (2) a related specific-use permit for the youth detention facility.
The applicant (LCA) sought annexation so the city could provide water, sewer and utilities to the new facility, which would be sited adjacent to an existing youth-detention building. Planning staff said the new facility is proposed to be east of the existing facility and that the applicant intends the new facility to be standalone, with its own gymnasium and overnight and educational spaces.
Why it was tabled: Council members expressed concern about outstanding details in a separate interlocal agreement that governs water and sewer to the existing facility. Members asked staff to confirm whether the older facility was annexed, what the terms of the prior interlocal agreement are (including expiration and escalation clauses), how easements would operate between the two sites and whether the interlocal terms for the existing facility could create unintended long-term obligations.
Council direction and vote
Councilman Thompson moved to table both items; Councilman Haney seconded. The motions to table passed unanimously. Staff and the applicant (John Landgraf of LCA) were asked to provide the interlocal agreement terms for the existing facility and to return with clarified documentation before the council considers annexation and the specific-use permit again.
Ending
Staff said they will report back with the interlocal agreement language, clarification on easements and whether annexation should be combined for both the new and existing facilities. The items will return to a future council agenda once these details are resolved.
