Planning Commission approves minor expansion for Tavernier Salon on Colonel Glen

Beavercreek — The Beavercreek Planning Commission approved a minor modification allowing Tavernier Salon to expand by about 2,200 square feet at 4124 Colonel Glen Highway, adding 11 rental stations and bringing the total building area to approximately 5,844 square feet.
City planner Colin Carville presented the proposal and staff recommendation. Carville told the commission the site was rezoned previously (PUD‑34 in 2003) and that the expansion location had been shown on earlier approved plans, which allowed staff to process the request as a minor modification rather than a major modification.
The applicant's design calls for private rental stations for individual stylists and a layout that mirrors the existing building materials and roofline. Carville said the applicant increased parking to meet the city code requirement of three spaces per beauty chair; staff calculated that the site will provide 74 spaces, exceeding the 72‑space requirement for the counted chairs. Commissioners discussed parking, drainage/runoff and Americans with Disabilities Act (ADA) accessible parking counts.
Commissioners asked whether state handicap‑parking requirements would be met; staff said compliance with state standards is expected at striping and construction and that enforcement would be complaint‑driven. Architect David Helmers confirmed there will be two new exits at the back of the addition for egress.
Staff recommended approval subject to six conditions, and the commission approved the minor modification by voice vote. Because the application was a minor modification, the decision is final at the commission level and does not proceed to city council.
