Cass County GIS reaches tentative agreement with Dowagiac to renew interlocal MOU through 2028

Cass County GIS staff told commissioners they have reached a tentative agreement with the city of Dowagiac to renew a memorandum of understanding for GIS services through Feb. 19, 2028.
The county’s GIS representative said recent work with Dowagiac included migrating legacy datasets, producing a utility asset inventory for water and sewer systems, cemetery and plot mapping for Riverside Cemetery, hiking-trail mapping and lead-service-line remediation tracking. The GIS staff member said these datasets support emergency response and infrastructure planning.
Contract changes: the draft MOU updates data-ownership language so that datasets collected with regional emergency, 9-1-1 and planning applications are jointly owned by the city and county, rather than city-only ownership in the previous contract. The compensation schedule moves from $75,000 in the initial year to $77,500 and then $80,000 in the final year.
Why it matters: shared GIS data and coordinated asset inventories are used for emergency operations, infrastructure maintenance and planning. The joint-ownership clause is intended to clarify access for regional needs.
Procedure and next steps: commissioners voted to move the fiscal-year 2026–28 Dowagiac MOU forward to the next meeting for final action.
