Van Buren Cass District Health Department asked commissioners for a 5% increase in county appropriations — about $15,000 — to help cover a $611,000 overall operating deficit the department reported this year after a federal COVID-related grant was removed from its annual budget. The department’s representative said the grant — which had been used largely for communicable-disease work during the pandemic — was reduced nationwide and that the department is separating optional services (dental clinic operations) from core public-health functions to focus appropriations on statutorily required public-health duties.
A Van Buren Cass health official said the department sought a longer-term approach of steady, modest increases — for example a recurring 3% annual rise — to make budgeting more predictable, while acknowledging the county’s own fiscal constraints.
Separately, the Cass County Conservation District asked the board for $95,000, saying county appropriations are the largest portion of its budget. The conservation district representative said the agency has five staff positions (currently three full-time inspectors, one administrative, and a part-time position), runs permit revenue and an annual tree sale, and uses funds for watershed protection, erosion control and outreach programs. The district asked $80,000 for SCSC employees and program work and $15,000 for administration.
Why it matters: both requests feed into the county’s budget deliberations. The health department request responds to a significant grant reduction that has shifted operational costs to local appropriations; the conservation district request supports local regulatory and conservation work that the agency said benefits county waterways, wetlands and agricultural land.
