- Advertise bids for 2025 road resurfacing program (Project RSO125, Phase 2): Staff recommended advertising bid documents and authorizing the clerk to place legal notice April 17, with bids due by 2 p.m. local time on Thursday, May 1. The project was estimated at about $4,200,000 and covers roughly 28 miles of roadway, including cooperative resurfacing with the City of Milford, Village of Moscow, Village of Williamsburg, Batavia Township, Pierce Township, Union Township and Williamsburg Township.

- Collective bargaining agreement (AFSCME, Water Resources Department): The board approved a collective bargaining agreement between Clermont County and the American Federation of State, County and Municipal Employees (AFSCME), Ohio Council 8, local 2686, representing bargaining-unit employees of the Water Resources Department for the period Jan. 1, 2025, through Dec. 31, 2027. The human-resources department was authorized to process personnel actions to adjust wages pursuant to the agreement.
- Authorize Verizon Connect service orders (vehicle tracking and telematics): The board authorized the director of utilities (or designee) to execute service order forms with Verizon Connect for vehicle-tracking, PTO, driver ID, engine connect, driving-style monitoring and 30‑second plotting subscriptions for county water-resources vehicles, for an initial 12‑month term with automatic one‑month renewals until notice of termination and contingent on release of purchase order.
- Additional agenda items (added and approved): The board added and approved two additions to the agenda: the state-of-emergency declaration (Resolution 037-25) and the waiver of county-imposed building and inspection fees for flood-related permits and inspections (Resolution 038-25). Both were approved by roll-call votes.
Items approved from consent and routine business included the approval of regular session minutes for April 2, 2025, and the consent agenda.
