The East Franklinton Review Board approved a design modification for 254 South Grub Street, allowing a change of use to business with a reduced rooftop patio and elimination of an exterior fire egress stair.
Staff said the amended application met the East Franklinton plan recommendations and that required conditions from the prior approval—replacement of chain‑link fencing and additional north‑property‑line screening—had been satisfied. Staff noted the rooftop patio does not count toward the building square footage and that the proposed office use fits the 5,000‑square‑foot recommendation for the site.
Applicant testimony explained the changes were prompted by life‑safety and firewall requirements and that reducing scope simplified the project. Board members asked clarifying questions about materials and a proposed flush wall and gravel base; the applicant said the team intends to use a perforated metal panel (Morin or similar) and conventional wood plank fencing in adjacent areas.
Board members moved and seconded approval. Nolan called the roll; Francis and Maggie recused themselves for this item. The recorded votes were: Fergus—approve; Way—approve; Crowley—approve; Benner—approve; Sweeney—approve; (recusals noted).
