St. Paul city planning staff presented a rezoning request for property at 635 Cleveland Avenue South seeking to change zoning from OS (office/service) to T2 (traditional neighborhood). The council laid the ordinance over for a public hearing and second reading on April 9.
Katie Adliss, a planner in the Department of Planning and Economic Development (PED), oriented the council to the property and surrounding zoning. Adliss described the site as a two-story office building at the southwest corner of Cleveland Avenue South and Baird Avenue with rear surface parking and noted surrounding zoning transitions that include multifamily (RM2), single-family (H2) and T2 toward the south.
Adliss said the applicant, identified in the record as Montessori 3, intends to acquire the building and use the main level as retail and maker space for Montessori teaching materials, use the second floor for parent/infant classes and teacher training, and retain some health and wellness uses already in the building. She told the council the planning commission recommended approval and that the Highland District Council committee voted to support the rezoning. Staff said they received no letters in support or opposition.
The council did not vote to adopt the ordinance on first reading; the item was laid over to April 9 for second reading and a public hearing. Staff will return next week with the public hearing and a formal second-reading vote.
