County administrator urges early public outreach on state budget impacts; reports legislative discussions on narrow property-designation bill

WABASHA COUNTY — The County Administrator told the board that three competing state budget proposals are under consideration and could have significant impacts on county finances, and the administrator recommended preparing public outreach ahead of the county budget process.
"Once we have a little bit more information on what budget is actually going to be approved, making sure that we can send some articles out to our local newspapers to brace our citizens for what is probably gonna be a challenging, budget process this upcoming year," the County Administrator said. The administrator said a draft outreach piece will be circulated to the full board and run by the board chair and vice chair for feedback before publication.
The administrator also reported a recent meeting with state Sen. Dushkowski and county staff about proposed legislation described in the meeting as a "Bridal culture bill." The administrator said the bill’s original language would not have addressed a local property issue and that drafters are discussing more narrowly tailored language to apply to a single property. The administrator said organizations such as the League of Minnesota Cities and the Minnesota Inter-County Association (MICA) often push back on proposals that would extend agricultural tax treatments to more properties, calling such shifts a tax shift.
Board members were also reminded that County Days is at the next board meeting on May 6, with the board meeting then visiting the Criminal Justice Center around 10:45 a.m. and a VFW lunch scheduled at 11:45 a.m., which the administrator said will include school participation.
The board acknowledged the report and the administrator’s plan to circulate outreach copy to board leadership for review.
