Council awards $676,500 contract for police station roof, approves CIP amendment to add two alternate roofs

The Minnetonka City Council awarded a contract for the police department roof replacement to Horizon Roofing and approved funding amendments to include two bid alternates — the community center link and the council chambers — after staff said the existing roof had reached the end of its useful life.
Public Works Director Kevin Manchester (presenting) described the project and recommended awarding the base bid plus alternates. He told council the base building is about 7,200 square feet, currently has an asphalt membrane system with a gravel surface and an existing R-value of roughly 16.5. The proposed replacement uses polyester-reinforced insulation to achieve an R-value around R-31 and a white roof membrane with a 30-year warranty. “Based on the white design, it reflects more sunlight and absorbs less heat,” Manchester said, adding the work would reduce heat load and improve energy performance. Bids were opened April 12; the low bidder was Horizon Roofing.
Council member Schack moved to award the contract for the police department roof replacement (project 24010) to Horizon Roofing for the base bid and add alternates 1 and 2 in the amount of $676,500, to amend the 2024–2025 CIP, and to authorize the Public Works director to expend the funds provided costs do not exceed the amended project budget of $775,000. Council member Romaley seconded. The council approved the motion by unanimous roll call.

Construction was described as scheduled to begin in May with completion in the fall. Staff said the work would raise the roof insulation to meet 2020 code minimum R-30 requirements and return the facility to a 30-year warranty standard.
