Staff recommended approval of Ordinance 25-12 and recommended it be submitted to the state for review.
The commission opened and closed the public hearing with no speakers from the public and then moved to approve the ordinance on first reading. A commissioner moved to approve Ordinance 25-12 with a second reading and public hearing set for April 24, 2025; the motion carried unanimously.
The ordinance, as presented, adds the property-rights element and includes severability and an effective date; staff said they would answer any questions and provided the ordinance language on the record.
