Board approves 2018 bond funds for River Bluff press box work and White Knoll rooftop ladder

The Lexington County School District One board approved using allocated 2018 bond referendum funds for structural enhancements to the River Bluff High School press box and to install a rooftop access ladder at White Knoll High School's performing arts center.
"I move that we approve allocated 20 18 bond referendum funds for improvements to River Bluff High School for press box structural enhancements, and to White Knoll High School to install a rooftop access ladder to the Performing Arts Center," Miss Shealy said when she made the motion; Mister Anderson seconded. The motion passed by voice vote.
District facilities staff described a decade-long issue with settling at River Bluff's press box wing wall and said they had pursued multiple remediation steps, including removing and replacing concrete and installing helical piers in 2021. Facilities staff reported they have engaged the original design structural engineer and architect for remedial designs and that additional steel work was proposed to tie the wing wall to the press box.
"We have been tracking this issue since 2016," Mr. Jim Jett, a district facilities staff member, said, describing prior repairs and recent design recommendations. Staff said they had engaged geotechnical and structural consultants during the initial construction and for follow-up investigation.
Trustees debated whether to require a new, independent review of subsurface conditions or to permit the original design team and contractor to address the work; concerns included statute-of-limitations questions on construction liability and whether earlier repairs addressed vertical movement but left new lateral movement.
Staff estimated the district had spent less than $100,000 on the press box component since February 2016. Staff said the proposed fix had been developed with the district's design professionals and could be advanced quickly to avoid interfering with the fall football season.
Ending: With the board's approval, staff may proceed to fund the proposed press box structural enhancements and rooftop ladder using the under-budget project account from the 2018 bond; trustees asked staff to continue documenting engineering work and to consider independent review if needed for liability and a final, holistic solution.
