Planning board reports progress on codification; moratorium language moves to select board for final warrant preparation

Planning staff reported that General Code — the contractor handling codification — has completed review of many items and expects to publish a beta online codification product in June for public review. The board was told General Code will host the coded ordinances for a year and incorporate changes (including a recently passed RV campground provision) as they become final. “They just gave me go ahead to mark that as don't change it,” a planning board member said, describing staff direction to the contractor. The board discussed sequencing: codification, a public review period and then a joint hearing with the select board before final action.
On the moratorium and proposed land-use ordinance amendments, planning board members said the draft has moved to the town attorney for final wording. The select board will hold the required public hearing and is expected to put the resulting ordinance changes into a town-meeting warrant item; planning board members said they will attend the select board hearing and be available to answer technical questions but do not expect to retake substantive drafting actions. Board members stressed this is largely a procedural handoff after substantial planning-board work: the board recommended that the select board move the drafted items forward to the town meeting warrant.
Board members also discussed internal process details, such as prioritizing commonly used sections at the front of the codified product (residential items) to make the codification more usable for staff and the public. Staff estimated the public beta will be available in June and that final warrant preparation for town meeting would follow once attorney review and select-board scheduling are complete.
No formal vote was recorded on these updates; the conversation served as an internal status report and to confirm the planning board’s readiness to appear at the select board’s public hearing to support the codification and ordinance-warrant process.
