County hires Terracon for geotechnical investigation after recurring settlement on Dogwood Road

St. Joseph County commissioners approved a professional services agreement with Terracon on April 1 for subsurface investigation on Dogwood Road, where prior repairs have repeatedly settled.
Skye Meaders said the county had previously attempted local repairs—removing pavement, adding millings and re-paving—but a stretch of road began to settle again after a year to year-and-a-half. The requested not-to-exceed fee for geotechnical site characterization and field observation is $16,288.59.
Meaders said Terracon will take borings and characterize subsurface soils, provide analysis and recommend remediation approaches so the county can design an appropriate, durable fix rather than repeatedly applying temporary materials. He said the subsequent engineering/design phase would follow the investigation and likely be structured as performance-based specifications for a small-area bid.
Commissioners Morton, Hazen and Maxmeier voted aye to approve the proposal.
