Manassas council hears public hearing for proposed Beacon 2 adult day‑care; vote scheduled for next meeting

The Manassas City Council heard a public hearing on April 14 for a special‑use permit application to convert space at Beacon 2 (5 Stonewall Road, units 1C and 2C) into an adult day‑care center serving adults with intellectual and developmental disabilities.

Planning Division staff told the council the applicant proposes to operate Monday through Friday, 8 a.m. to 5 p.m., for a maximum of 38 attendees and seven employees in an approximately 2,800‑square‑foot office condo within the Sudley Medical character area. Staff said the building was constructed about 1984 as part of the Manassas Office Center and that the proposed institutional use is consistent with the character area when conditioned. The site has 49 shared parking spaces and internal bicycle parking; staff said a traffic impact analysis was not required and recommended conditions that include improving accessible routes, controlling exterior lighting, and ensuring compliance with federal, state and local law.

No members of the public signed up to speak during the hearing. Vice Mayor Wolf moved to close the public hearing and schedule the item for a council vote at the next regular meeting; Council member Smith seconded. The motion passed on a roll call vote with all members present voting yes.

If approved at the next meeting, conditions attached to the special‑use permit will limit the use to an adult day‑care center, require conformance with the approved plan, and require the applicant to obtain a building permit and certificate of occupancy before opening.
